I%26#39;m going to be in State College for a week at the end of July/beginning of August.
I%26#39;d be interested to hear which restaurants are locally recommended - especially steak, mexican.
Also, will have an anniversary to celebrate - what are the best of the more upscale places?

Well first off you wont get good Mexican here.

Kelly%26#39;s for Steak/Seafood, Zola%26#39;s would be nice for an anniversary or The Gamble Mill which is in Bellfonte.
If you are in to micro-brews Otto%26#39;s is a nice pub and has good food also.

My wife and I have visited SC for 3 years in a row to drop our sons off at Woodward Camp. We both really like the atmosphere of the town. It is relatively quiet over the summer.
Of the suggestions so far I think Zolas would be my preference for an upscale meal. It is quieter and the food is excellent.
Allen Street grill is also nice, but the floors are wooden and I found it difficult to hear my wife, just because of the volume of local conversations (no music).
In the Toftrees area there is a place called American Ale House and Grill. This is just a local pub/restaurant, but the atmosphere is really nice and the food is also very good. It is not what I would call upscale. But I would say I prefer it to Zolas because it is more relaxed.
There is another restaurant in the Toftrees area which has a dress code. Cant remember the name. My wife and I have always been too lazy to be bothered to dress for dinner when generally it is very hot.
The Toftrees resort restaurants are past their best although still worth a trip for steaks.
If you want a taste of home (Indian!) I would not bother with the restaurant in town. On the plus side the Cafe India will taste even nicer after an absence!
For a spice fix I would go to ';The Deli'; and ask to sit in the conservatory area in the back of the restaurant. The chicken wings are hot and the Nachos Grande worth a try. The Nachos need to be delivered quickly after making them. The wings have a weird flavour, but register 9 on the ricta scale.
We found the bus service very good, drinking and driving is obviously not recommended as the limits are much lower than UK. The buses run like clockwork and normally have 2 people in.
Hope you have a great time. Sounds like you have got plans for your trip. My wife and I enjoyed the Bat Church at Canoe Creek. If you go a dusk the bats 20,000+ start flying out and fire flys surround you. Make sure you know how to find the place before setting off.

As the above poster said, don%26#39;t try and find good Mexican here...it doesn%26#39;t exist! As for upscale, if like Italian, try Alto in Lemont (2 miles from state college, very nice comfortable atmosphere). Zola is also nice (more modern), and the Carnegie House in Toftrees is really good and on the more upscale side (depending on what type of atmosphere you like, not as casual as some of the other restaurants in SC). For steak, I would stick with the Ale House in Toftrees....I have found Kellys to be hit or miss (there are also the chains, Outback and Texas Roadhouse). We always love the Tavern...it%26#39;s good food for reasonable prices. If you like Thai food, there is an excellent place on College Ave, Cozy Thai Bistro and you can bring your own Wine, Beer, etc. Be sure to go to the Creamery for the best ice cream ever!
The Tavern is very good for most everything they serve.

My favorite steak place in State College is the Texas Roadhouse. Nothing fancy, but the beef is excellent.
Carnegie House is my choice for an upscale meal. It is VERY expensive unless you take advantage of the lunch or early bird dinner specials.
